The Board of County Commissioners of Rutherford County has given blanket approval to the Trustees to make necessary line item changes in the local budgets. (Appendix H) The Board of Trustees shall approve all revisions in both the state and local budgets. The Trustees authorize the President and the Controller to make line item budget changes in all budgets and to submit those changes to the North Carolina Community College System for approval when necessary. The Trustees authorize the President to accept additional funds for state approved budgets and to return state funds when requested.
