Creditable state service shall include, on a month-to-month basis, all permanent employment (full-time and/or part-time permanent—20 hours or more per week) with the College or other state agencies. Employees with periods of interrupted service receive credit for the creditable state service they earned for prior periods of employment.
Credit shall also be given for employment with state agencies, local mental health agencies, social services, emergency management in North Carolina, N.C. Community College and public school systems with provision that a school year is equivalent to one full year. This credit will be given to the employee when documentation of the prior employment is furnished to the institution.
Total state service is the grand total of all time, either full-time or part-time, which an employee has served in state government or other recognized public sector systems. This type of service does not have to be continuous. Breaks in service are not counted in the computation for credit. Credit is given for any month in which an employee is in a pay status for one-half or more of the workdays and holidays in that month. Permanent part-time employees shall earn service time on the same basis as permanent full-time employees; it is not pro-rated. Total state service is used to determine eligibility for longevity pay, vacation leave and service awards.
Creditable retirement service is the length of time an employee has made contributions to the state retirement system. It is not calculated the same as total state service. This service time is used to determine eligibility for a retirement benefit and the amount of the retirement benefit.
